NAME OF PROJECT: Construction of the Kajaran tunnel

ASSIGNMENT TITLE: Technical supervision for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads

 

The Republic of Armenia (RoA) has applied for financing from the Eurasian Development Bank, acting in its capacity of the Eurasian Fund for Stabilization and Development (EFSD) Resources Manager toward the cost of the Project: “Construction of the Kajaran tunnel”, and intends to apply part of the proceeds for consulting services under the contract for Technical supervision for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads.

 

The consulting services (the Services) include the technical supervision for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads.

 

The consulting firm (the Consultant) shall carry out all technical supervision activities for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads civil works’ contract in compliance with the requirements of international standards. The civil works are executed using FIDIC Conditions of Contract for Construction (Multilateral Development Bank (MDB) Harmonized Edition, 2010, Pink Book). The Consultant will take over all the powers and responsibilities entrusted to “Engineer” within the framework of the contract for civil works. Planned duration of civil works (Defects Notification Period (DNP) excluded): 72 (seventy-two) months, DNP will be 730 (seven hundred thirty) days calculated from the date on which civil works is completed as certified by Taking-over certificate.

 

The Consultant will:

  • Carry out all technical supervision (“Engineer”) activities for civil works for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads under the FIDIC Conditions of Contract for Construction, MDB Harmonized Edition, June 2010 (Pink Book), as well as in accordance with Armenian legislation;
  • Monitor the performance of the Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads civil works’ contract, implementation of Environmental and Social Management Plan (ESMP) by Contractor and ensure compliance with all environmental, social, health and safety requirements and the requirements of design solutions;
  • Adhere to the scope of the civil works’ contract as defined in the specifications and bills of quantities;
  • Perform other related obligations.

 

The detailed Terms of Reference for the assignment in English language are attached to this Request for Expressions of Interest.

 

The “Road Department” Fund on behalf of Ministry of Territorial Administration and Infrastructure of RoA now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating their compliance to the qualification criteria given below and relevant experience to perform the Services. A Consultant’s expression of interest must contain the following:

  • Certificates of incorporation or Registration of a Consultant;
  • Company Profile;
  • Other documents demonstrating Consultant’s compliance to the qualification criteria and relevant experience to perform the Services.

 

Qualification criteria are:

  1. General experience - Participation in road, tunnels and bridges construction/rehabilitation projects (only participation in international financial institution funded “road” projects within the last 10 (ten) years will be taken into account);
  2. Project Related Experience - Similar experience in providing Technical Supervision services of tunnels and road construction/rehabilitation works (number of similar contracts within the last 10 (ten) years);
  3. Overall assessment of Consultant’s staffing arrangements and capacity (available permanent staff, portfolio of ongoing projects);
  4. Period of legally registration of a Consultant, including joint venture firms (at least 10 (ten) years on the deadline for submission of the Expression of interest).

 

Key Experts will not be evaluated at the shortlisting stage.

 

Consultants may associate with other firms to enhance their qualifications, but they should clearly indicate in expression of interest - whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

Consultant will be selected in accordance with the Quality and Cost based Selection method set out in the Procurement Policy for Projects Financed by the EFSD (last update in November 2018) and the Procurement Procedures for Projects Financed by the EFSD Funds (last update in November 2018) posted on the website of the EFSD[1].

 

With the winning Consultant will be concluded time-based contract for Technical supervision for Construction of about 7 km Kajaran tunnel and reconstruction of about 4 km approaching roads.

 

All submittals from a Consultant shall be in English language.

The Republic of Armenia has received a loan from the Asian Development Bank (ADB) toward the cost of the “Armenia-Georgia Border Regional Road (M6 Vanadzor-Bagratashen) Improvement Project”, and intends to apply part of the proceeds for Individual consulting services: “Conducting a training on Road Safety and Blackspot monitoring”.

The “Road Department” Fund (hereafter Client) is an implementing agency for the “Armenia-Georgia Border Regional Road (M6 Vanadzor-Bagratashen) Improvement Project”.

The primary objective of the training is to build and increase capacity of the relevant authorities and stakeholders in the road safety and blackspot monitoring through presentation of the common bottlenecks in the road safety and their implications on the accidents, injuries and deaths as well as introduction of the state-of-the-art road safety and blackspot monitoring international best practices, norms, standards and solutions.

The consulting services (“the Services”) will include:

The Consultant is required to prepare training materials and conduct 4 days face-to-face training in the Road Safety and Blackspot monitoring for the staff nominated by the Client.

The list of the trainees (35-40 persons) will be provided by the Client.  It is expected to conduct the trainings on July-August 2024.

The contract is expected to start by July-August 2024.

“Road Department” Fund now invites eligible Individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Cover Letter and Curriculum Vitae).

Qualification Requirements:

  • The Consultant shall hold a degree in civil engineering and shall have experience in roads/highways construction, rehabilitation, and/or maintenance and to have experience in conducting trainings in road safety and blackspot management.
  • At least 10 years of professional experience and successful previous experience in organization of 3 /three/ similar trainings.  
  • Demonstrated capacity to develop user friendly training modules and materials.
  • Excellent skills in presenting complex technical information in an easily comprehensible way.
  • Excellent written and spoken English.

 

A consultant will be selected in accordance with the Individual Consultant selection method set out in the ADB Consultant Guidelines (https://www.adb.org/documents/guidelines-use-consultants-asian-development-bank-and-its-borrowers).

The interested consultants are strongly encouraged to register and apply through ADB’s Consultant Management System at cms.adb.org. Online submission is always the main submission method. The text of this announcement is approved by the Decision N 2 of Price Quotation   Committee dated 27 of March 2024 and is being published according with Article 27 of the Law of the Republic of Armenia "On Procurement".

The Client, 'Road Department" Found, located at the following address: 3 Government House, Republic square Yerevan, RA, is announcing Price Quotation, which is implemented by one stage through electronic procurements Armeps system (www.armeps.am).

The participant selected for Price Quotation   according to the defined order will be offered to sign a contract for equipment insurance services (hereinafter contract).

According to the terms of Article 7 of the RA Law “On Procurements”, all persons or entities, in spite of being a foreigner, a foreign entity or a stateless person, may participate in Price Quotation 

The qualification and evaluation criteria for the persons not eligible for participation in Price Quotation, as well as for the participants are specified in the invitation for this procedure.

The Client, ''Road Department" Found, located at the following address: 3 Government House, Republic square Yerevan, RA, is announcing Price Quotation, which is implemented by one stage through electronic procurements Armeps system (www.armeps.am).

The participant selected for Price Quotation according to the defined order will be offered to sign a contract for financial audit services (hereinafter contract).

Pursuant to Article 7 of the Law of the Republic of Armenia "On procurement", any person, irrespective of the fact of being a foreign natural person, an organization or a stateless person, shall have equal right to participate in this tender.

The qualification criteria for the persons ineligible to participate in the tender, as well as for bidders, and the documents to be submitted for evaluation of those criteria shall be established by the invitation for this procedure.

The selected bidder shall be determined from among the bidders having submitted bids evaluated as satisfying the requirements of the invitation, by the principle of giving preference to the bidder having submitted the lowest price proposal.

The provisions of the Agreement on Government Procurement of the World Trade Organization shall apply to this tender.

For receiving the hard copy of the invitation to tender, it is necessary to apply to the contracting authority by 16:00 o'clock of the 14th day from the date of publication of this notice. Moreover, an application in writing must be submitted to the contracting authority for receiving the hard copy of the invitation. The contracting authority shall ensure the free of charge provision of the hard copy of the invitation on the first working day following the receipt of such request.

In case of a request to provide the invitation electronically, the contracting authority shall ensure the free of charge provision of the invitation electronically within the working day following the date of receipt of the application.
