The Republic of Armenia has received a loan from the World Bank toward Lifeline Roads Network Improvement Project Additional Financing (LRNIP AF), and intends to apply part of the proceeds for consulting services for “Preparation of Armenian Road Lifeline Roads Network Strategic Development Plan 2020-2023 and Rolling Program of Road Preservation Works for Interstate and Republican Networks 2020-2023”.
The consulting services (“the Services”) will include:

  • Develop a LRN strategy for the 2020 to 2023 period, which will present the current state of the road network, objectives and targets of strategy and Output Targets and Indicators of the road network development, strategy implementation mechanisms, financing sources and costs, those responsible for implementing the strategy and timing of implementation,
  • The study which will also evaluate the pavement condition and traffic of the Main roads of Armenia (Interstate and Republican Roads) managed by the Armenian Roads Directorate (ARD) or his successor. The study will prepare a strategic preservation program for the Republic of Armenia’s Main roads by estimating its rehabilitation, periodic maintenance and annual routine maintenance needs and will prioritize the roads as a function of economic criteria in order to prepare a four-year rolling program of rehabilitation and periodic maintenance works based on the estimated budget to be available for this purpose from 2020 to 2023. 

The contract is expected to start in December 2019-January 2020 and be completed in June 2020.
“Transport Project Implementation Organization” SNCO of the Ministry of Territorial Administration and Infrastructures of Armenia now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are:  

  • General experience of the Consultant: Participation in IFI funded projects within the last 10 years,
  • Similar experience of the Consultant in carrying out similar quality services (number of similar contracts within the last 5 years).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines” published on January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest. 
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A consultant will be selected in accordance with the CQS selection method set out in the Consultant Guidelines.

On Request for Quotation

The text of this announcement is approved by the Decision N 1 of Request for Quotation Committee dated 6  October,  2019 and is being published according to Article 27 of the Law of the Republic of Armenia "On Procurement".

Code of the Request for Quotation: TCIK-GHTSDZB-2019/4LPS       

The Client, ‘Transport Project Implementation Organization’’ SNCO, located at Tigran Mets str. 4,7-th floor, Yerevan, RA, is announcing request for quotation which is being carried out in one phase.

The participant selected in the request for quotation according to the defined order will be suggested to sign a supply contract for Services for the preparation of a CAP / LARP for a new project of the Yerevan-Gyumri-Bavra M1 road section of about 2 km in length and a new road crossing at km93 + 700 of the Dzorakap community territory in order to bypass the archaeological zone in the vicinity of Beniamin community (hereinafter the Contract).

According to the terms of Article 7 of the RA Law “On Procurement”, all persons or entities, irrespective of being a foreigner, a foreign entity or a stateless person, has the equal right to participate in request for quotation.

Qualification criteria for persons not having the right to participate in the request for quotation, as well as for participants and documents for evaluating those criteria are defined by the invitation of this procedure.

The selected participant is determined from the participants having submitted evaluated bids satisfactory to the invitation requirements by giving preference to the participant who has submitted minimum price proposal. 

To receive the invitation of the request for quotation in hard copy it is required to apply to the Client on the 9th day as from the day of publication of the announcement, at 18:00. To receive an invitation in a hard copy it is necessary to send a written request to the Client. The Client ensures the provision of the hard copy free of charge within the working day following day of the receipt of such request.

In case of getting a request for providing the invitation electronically, the Client shall ensure the provision of invitation electronically within the working day following the day of receipt of such a request.

Not getting an invitation in the prescribed order shall not restrict the right of the participant to participate in this procedure.

The bids for the request for quotation should be submitted to the  ‘Transport Project Implementation Organization’’ SNCO, located at Tigran Mets str. 4,7-th floor, Yerevan, RA,  on the 12th day as from the day of publication of the announcement, at 15:00. The bids can be submitted in English and Russian, besides Armenian.

The bid opening will be carried out at TPIO SNCO located at Tigran Mets str. 4,7-th floor, Yerevan, RA on the 12th day as from the day of publication of the announcement, at 15:00. 

The complaints regarding this procedure should be presented to Procurement Appeals Board at the following address 1, Melik-Adamyan street. The appeal is conducted by the order defined by given invitation for request of quotation. In order to submit a complaint AMD 30 000 is required which should be transferred to the Treasury Account 900008000482 opened by the name of the Ministry of Finance of the Republic of Armenia.

The Republic of Armenia has received a loan in the amount of US$ 40.0 million from the World Bank toward Lifeline Roads Network Improvement Project Additional Financing (LRNIP AF), and intends to apply part of the proceeds for consulting services of Independent Consultant to review the process and Technical Audit results for the implementation of the roads rehabilitation works under the LRNIP AF project.

 

The consulting services (“the Services”) will include:

  • Examination of the execution of the works carried out under the project/s, together with the associated supervision,
  • Examination of the quality of the works carried out, in conformity with the contract(s) Technical Specifications and in accordance with the best practice in the sector,
  • The analysis of the entire implementation process of the rehabilitation and supervision works. This will include an examination of the general management and contract management and an examination of the road works execution.

The technical audit will be carried out on two groups of the Roads of the LRNIP AF Project: post-completion audit for the completed roads of LRNIP AF Year 1, Year 2  and implementation audit for the ongoing roads of LRNIP AF Year 3.

The Transport Project Implementation Organization SNCO of the Ministry of Territorial Administration and Infrastructures (MoTAI) of Armenia now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV s, Diplomas, Certificates etc.). The shortlisting criteria are:

  • General experience of the Consultant in carrying out technical audits or similar quality assurance services (Participation in IFI funded projects within the last 10 years),
  • Similar experience of the Consultant in carrying out technical audits or similar quality services in the road sector (number of similar contracts within the last 5 years).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines” published on January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest.

The Independent Consultant must be fully independent and must demonstrate in its technical capacity that there is no conflict of interest.  In particular it must demonstrate that it is not related in any way to neither contractors nor the supervision consultants working in Armenia.

A Consultant will be selected in accordance with the IC (Selection of Individual Consultants) method set out in the Consultant Guidelines.

  1. The Republic of Armenia has received additional financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Additional Financing, and intends to apply part of the proceeds toward payments under the contract for Civil works for rehabilitation of road section M4-Getahovit km 0+000 - km 1+404.71 (Armenia, Tavush Marz).
  2. The Transport Project Implementation Organization State non Commercial Organization now invites sealed bids from eligible bidders for Civil works for rehabilitation of road section M4-Getahovit km 0+000 - km 1+404.71. The works consist of removal of old sub base and construction of new sub base, crushed stone base, asphalt layer, pothole patching, placing of leveling blanket, asphalt concrete overlay, drainage, road safety measures, etc. The rehabilitation should be completed within 8 (eight) months. In order to qualify for the Contract a Bidder must have experience in similar rehabilitation works and adequate resources, as detailed in the Bidding Document.
  3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised as of July, 2014) (“Procurement Guidelines”),and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
  4. Interested eligible bidders may download the complete BDs from the following web page www.gnumner.am or  www.armeps.am. The bidders registered in the e-procurement system will receive this Invitation for Bid with the attached BDs automatically (in according to the specified CPV codes). Any company can register in the e-procurement system and become enable to submit the bid following to the ARMEPS (www.armeps.am website) e-procurement system.

However the TPIO SNCO will not be responsible for incorrect or incomplete downloading documents by the potential bidders, or missing of amendments to those (if any).

  1. Bids must be submitted only through the e-procurement system ARMEPS (www.armeps.am website) e-procurement system on or before 16:30 (Yerevan time) on July 12, 2019. The e-procurement system will not allow/permit the submission of the  Late bids.
