1.The Republic of Armenia has received financing from the Asian Development Bank (ADB) toward the cost of North-South Road Corridor Investment Program-Tranche 3, and it intends to apply part of the proceeds of this financing to payments under the contracts named above. Bidding is open to bidders from eligible source countries of ADB.

  1. The Ministry of Transport, Communication and Information Technologies of the Republic of Armenia (“the Purchaser”) invites sealed bids from eligible bidders for Supply and Installation of Laboratory Equipment for Ministry of Transport, Communication and Information Technologies of the Republic of Armenia.

The Contract for T3-G-1, Supply and Installation of Laboratory Equipment includes the below listed major items, among others:

  1. Drilling machine,
  2. Compression 2000 KN, for measurement of concrete samples’ resistance (according to compression, distortion)
  3. Equipment for concrete resistance measurement (according to distortion),
  4. Vacuum machine with accessories,
  5. Equipment for soil density measurement (electric dynamic),
  6. Equipment for measuring soil filtration index (permeability cell with accessories),
  7. Electric device for measurement of soil density (proctor/CBR compactor),
  8. Asphalt binder analyzer,
  9. Automatic compactor,
  10. Digital concrete test hammer,
  11. Equipment for bitumen elasticity measurement with accessories,
  12. Climate camera, temperature form -25C to +70C
  13. Equipment for measurement of concrete water permeability
  14. Asphalt laboratory mixer

Laboratory equipment are grouped in to one lot. The bidder is only allowed to bid on the lot basis. Bids on individual items are not permitted.

  1. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only bidders with the following key qualifications should participate in the bidding:

  • Successful completion as main supplier within the last three (3) years, of at least one contract valued at US$400,000 with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
  • The Bidder shall demonstrate that the goods offered (for items 1-10 above)

have been in production for at least three (3) years; and

have been sold (at least one of each) of similar type and specification over the last three (3) years.

  • The bidder must demonstrate soundness of its financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. Minimum average annual turnover of US$1,000,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last three years.

1.The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Additional Financing (LRNIPAF), and intends to apply part of the proceeds toward payments under the contract for Procurement of Supply and installation of Road Surface Profilers, including the training. This contract will be jointly financed by World Bank and the Government of the Republic of Armenia. Bidding process will be governed by the World Bank’s rules and procedures.

  1. The “Transport Project Implementation Organization” SNCO of the Ministry of Transport, Communication and Information Technologies of the Republic of Armenia now invites sealed bids from eligible bidders for Supply and installation of Road Surface Profilers, including the training (two complete sets). Bidding Documents require bidders to have the following specific experience:
  • Financial Capability
  • Minimum average annual turnover of USD 200,000 equivalent calculated as total certified payments received for contracts in progress and/or completed within the last five (5) years (2013-2017), divided by 5 (five) years.
  • Experience and Technical Capacity
  • The Bidder must be as minimum five (5) years in the business of manufacturing and /or supplying similar to the proposed goods.
  • The Bidder must provide verifiable information on at least 2 similar contracts for supply of similar to the proposed goods successfully performed by him within past five (5) years.
  1. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers, revised as of July, 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
