The text of this announcement is approved by the Decision N 2 of Open Tender   Committee dated 25 of May 2023 and is being published according with Article 27 of the Law of the Republic of Armenia "On Procurement".

The Client, ''Road Department" Found, located at the following address: 3 Government House, Republic square Yerevan, RA, is announcing Open Tender, which is implemented by one stage through electronic procurements Armeps system (www.armeps.am).

The participant selected for Open Tender according to the defined order will be offered to sign a contract for technical supervision services for renovation of  the areas allocated to the "Road Department" fund on the first and second floors of the 3 Government House (hereinafter contract).

According to the terms of Article 7 of the RA Law “On Procurements”, all persons or entities, in spite of being a foreigner, a foreign entity or a stateless person, may participate in Open tender 

The qualification and evaluation criteria for the persons not eligible for participation in Open tender, as well as for the participants are specified in the invitation for this procedure.

The selected participant is determined from the participant’s submitted responsive evaluated inquiries. The preference will be given to a participant who submitted a proposal with minimal price.

Absence of an invitation shall not restrict the right of the participant to participate in this procedure.

The inquiries for price setting procedure should be submitted electronically through Armeps (www.armeps.am) website within 15 days from the day of publication of the announcement, at 16:00. The inquiries may be submitted Armenian, Russian or English.

The opening of inquiries will be done electronically via www.armeps.am website after 15 days from the day of publication of the announcement, at 16:00.

The complaints regarding the procedure are to be submitted to Procurement Appeals Board (address: 1 Melik-Adamyan, Yerevan, RA). The appeal is conducted according by the order defined by the price setting invitation.

  1. The Republic of Armenia has received financing from the EIB NEIGHBOURHOOD INVESTMENT FACILITY toward the cost of the ARMENIA ROAD SAFETY IMPROVEMENT PROJECT and intends to apply part of the proceeds toward payments under the contract for: Procurement of Road Safety Works and Infrastructure Improvement of 16 Black Spots on Different Roads in Three (3) Lots.

 

  1. The Road Department (RD) Fund now invites sealed bids from eligible bidders for Procurement of Road Safety Works and Infrastructure Improvement of 16 Black Spots on Different Roads in Three (3) Lots as provided below:

The Sites are located in Central, North and North-West parts of Armenia.

The construction period is 6 (six) months for each Lot.

  1. Bidders may bid for one or several Lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so with providing such discounts in the Letter of Bid.

 

  1. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
