  1. The Republic of Armenia has received additional financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing, and intends to apply part of the proceeds toward payments under the contract for Civil works for black spots improvement works of road sections: H-32M1-Gyumri-Kaps-Amasia-M1 km2+600 - km3+900; km4+400 - km4+980; km7+380 - km8+020, H-21 H75-Horom-Artik-Alagyaz km 2+831 - km 3+420 (v. Gusanagyugh) (Lot 1) and Civil works for black spots improvement works of road sections: H-15 M5-Armavir-Argavand-Margara km 3+100 - km 3+610; km 5+900 - km 6+060, H-17 M5-Armavir-M9 km 3+310 - km 3+963; km 7+750 - km 8+805 (Lot 2).
  2. The Road Department Fund of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia now invites sealed bids from eligible bidders for Civil works for black spots improvement works of road sections: H-32M1-Gyumri-Kaps-Amasia-M1 km2+600 - km3+900; km4+400 - km4+980; km7+380 - km8+020, H-21 H75-Horom-Artik-Alagyaz km 2+831 - km 3+420 (v. Gusanagyugh) (Lot 1) and Civil works for black spots improvement works of road sections: H-15 M5-Armavir-Argavand-Margara km 3+100 - km 3+610; km 5+900 - km 6+060, H-17 M5-Armavir-M9 km 3+310 - km 3+963; km 7+750 - km 8+805 (Lot 2).

The Works consist of Main type of works required: pothole patching, asphalt concrete overlay, installation of Metal Guardrails, installation of road Signs, Road Marking Works etc.

The Civil works for black spots improvement works of road sections: H-32M1-Gyumri-Kaps-Amasia-M1 km2+600 - km3+900; km4+400 - km4+980; km7+380 - km8+020, H-21 H75-Horom-Artik-Alagyaz km 2+831 - km 3+420 (v. Gusanagyugh) (Lot 1) should be completed within 2 (two) months and the Civil works for black spots improvement works of road sections: H-15 M5-Armavir-Argavand-Margara km 3+100 - km 3+610; km 5+900 - km 6+060, H-17 M5-Armavir-M9 km 3+310 - km 3+963; km 7+750 - km 8+805 (Lot 2) should be completed within 2 (two) months.

  1. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: “Procurement regulations for IPF Borrowers” (July 2016 revised in November 2017 and August 2018), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank’s policy on conflict of interest.
  2. Interested eligible bidders may download the complete BDs from the following web page www.gnumner.am or www.armeps.amThe bidders registered in the e-procurement system will receive this Invitation for Bid with the attached BDs automatically (in according to the specified CPV codes). Any company can register in the e-procurement system and become enable to submit the bid following to the ARMEPS (www.armeps.am website) e-procurement system.

However the Road Department Fund will not be responsible for incorrect or incomplete downloading documents by the potential bidders, or missing of amendments to those (if any).

  1. Bids must be submitted only through the e-procurement system ARMEPS (www.armeps.am website) e-procurement system on or before 16:00 (Yerevan time) on August 19, 2022. The e-procurement system will not allow/permit the submission of the Late bids.  
  2. As specified in ITB 19.1 all bids must be accompanied by a “Bid-Securing Declaration”. The bid for each lot should be accompanied by a separate “Bid-Securing Declaration”.

The Customer, Road Department Fund, located at the address 3 Government House,  Yerevan, RA, The bidder selected based on the results of the open tender will be proposed, in a prescribed manner, to conclude a contract for provision of Services of the LARP implementation Consultant (hereinafter referred to as "the contract").

Pursuant to Article 7 of the Law of the Republic of Armenia "On procurement", any person, irrespective of the fact of being a foreign natural person, an organisation or a stateless person, shall have equal right to participate in this tender.

The qualification criteria for the persons ineligible to participate in the tender, as well as for bidders, and the documents to be submitted for evaluation of those criteria shall be established by the invitation for this procedure.

The selected bidder shall be determined from among the bidders having submitted bids evaluated as satisfying the requirements of the invitation, by the principle of giving preference to the bidder having submitted the lowest price proposal.

The provisions of the Agreement on Government Procurement of the World Trade Organization shall apply to this tender.

For receiving the hard copy of the invitation to tender, it is necessary to apply to the contracting authority by 16:00 o'clock of the 15th day from the date of publication of this notice. Moreover, an application in writing must be submitted to the contracting authority for receiving the hard copy of the invitation. The contracting authority shall ensure the free of charge provision of the hard copy of the invitation on the first working day following the receipt of such request.

In case of a request to provide the invitation electronically, the contracting authority shall ensure the free of charge provision of the invitation electronically within the working day following the date of receipt of the application.

Failure to receive the invitation shall not limit the bidder's right to participate in this procedure.

The bids for the tender must be submitted to the following address: 3 Government House,  Yerevan, RA, in hard copy, by 16:00 o'clock of the 15th day from the date of publication of this notice. The bids may, in addition to Armenian, also be submitted in English or Russian.

The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing (LRNIP AF 2) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: Within the scope of the assignment, the Consultant shall prepare and submit to the Client the Borrower’s Implementation Completion Report (BICR), which shall include the results of both the final impact assessment of the Project (to be carried out by the Consultant) and other evaluations and monitoring reports carried out by the Project implementing team and other Consultants.

 

It is expected that this assignment will start in August-September 2022 and be completed at November-December 2022.

 

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

 

The “Road Department” Fund (Client) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide Expressions of interest (detailed CVs) demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • degree in economics or finance or engineering or sociology or law or a related field, with at least 10 years total working experience,
  • at least 5 years experience of carrying out similar projects evaluation, preferably in the road infrastructure sector.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
