The text of this announcement is approved by the Decision N 2 of Price Quotation   Committee dated 03 of March 2023 and is being published according with Article 27 of the Law of the Republic of Armenia "On Procurement".

The Client, 'Road Department" Found, located at the following address: 3 Government House, Republic square Yerevan, RA, is announcing Price Quotation, which is implemented by one stage through electronic procurements Armeps system (www.armeps.am).

The participant selected for Price Quotation   according to the defined order will be offered to sign a contract for maintenance of vehicles services (hereinafter contract).

According to the terms of Article 7 of the RA Law “On Procurements”, all persons or entities, in spite of being a foreigner, a foreign entity or a stateless person, may participate in Price Quotation 

The qualification and evaluation criteria for the persons not eligible for participation in Price Quotation, as well as for the participants are specified in the invitation for this procedure.

The selected participant is determined from the participant’s submitted responsive evaluated inquiries. The preference will be given to a participant who submitted a proposal with minimal price.

Absence of an invitation shall not restrict the right of the participant to participate in this procedure.

The inquiries for price setting procedure should be submitted electronically through Armeps (www.armeps.am) website within 14 days from the day of publication of the announcement, at 16:00. The inquiries may be submitted Armenian, Russian or English.

The opening of inquiries will be done electronically via www.armeps.am website after 14 days from the day of publication of the announcement, at 16:00.

The complaints regarding the procedure are to be submitted to Procurement Appeals Board (address: 1 Melik-Adamyan, Yerevan, RA). The appeal is conducted according by the order defined by the price setting invitation.

The Customer, Road Department Fund, located at the address 3 Government House,  Yerevan, RA, The bidder selected based on the results of the price quotation will be proposed, in a prescribed manner, to conclude a contract for provision of Services of ASSISTANCE DURING THE  PROCESS OF EXPERTISE AND UPDATE OF THE ENVIRONMENTAL IMPACT ASSESSMENT (EIA) REPORT FOR THE CONSTRUCTION OF  SISIAN-KAJARAN ROAD IN THE FRAME OF  NORTH-SOUTH CORRIDOR INVESTMENT PROGRAM,  TRANCHE 4 (hereinafter referred to as "the contract").

Pursuant to Article 7 of the Law of the Republic of Armenia "On procurement", any person, irrespective of the fact of being a foreign natural person, an organization or a stateless person, shall have equal right to participate in this tender.

The qualification criteria for the persons ineligible to participate in the tender, as well as for bidders, and the documents to be submitted for evaluation of those criteria shall be established by the invitation for this procedure.

The selected bidder shall be determined from among the bidders having submitted bids evaluated as satisfying the requirements of the invitation, by the principle of giving preference to the bidder having submitted the lowest price proposal.

The provisions of the Agreement on Government Procurement of the World Trade Organization shall apply to this tender.

For receiving the hard copy of the invitation to tender, it is necessary to apply to the contracting authority by 16:00 o'clock of the 14th day from the date of publication of this notice. Moreover, an application in writing must be submitted to the contracting authority for receiving the hard copy of the invitation. The contracting authority shall ensure the free of charge provision of the hard copy of the invitation on the first working day following the receipt of such request.

In case of a request to provide the invitation electronically, the contracting authority shall ensure the free of charge provision of the invitation electronically within the working day following the date of receipt of the application.

Failure to receive the invitation shall not limit the bidder's right to participate in this procedure.
