  1. The Republic of Armenia has received a loan from the Eurasian Development Bank (EDB) (acting in its capacity of the Eurasian Fund for Stabilization and Development Resources Manager) in the framework of the North-South Road Corridor Investment Program (Program) toward the cost of the Project «North-South Road Corridor Investment Program -Tranche 4», and intends to apply part of the proceeds toward payments under the contract for Reconstruction of about 21 km road from Agarak to Vardanidzor; Construction of about 11 km road from Vardanidzor to tunnel exit (Tranche 4).

 

  1. “North-South Road Corridor Investment Program” is a major infrastructure project (hereafter NSRCIP project) which aims at connecting the Southern border of the country with its Northern point by means of 556km-long Meghri-Yerevan-Bavra highway by reducing it to about 85km and reaching up to 470km. North South Corridor is also a part of the Asian Highway corridor (AH 82) which connects the Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan). As a result, the reconstruction of the current road of 556km of the 2nd category with the average of 60km/h will reach to 470km road with 80-100km/h as a result of which the crossing of the mentioned section will decrease from current 9-9.5 hours up to 5-6 hours and will increase comfort and safety, ensuring also the goal of becoming a transit route of freight and transport movement from East to West and from West to East. The construction of this highly important strategic road will ensure easier traffic from the Southern border of Armenia to the Georgian border and up to Black Sea ports and will allow passenger and cargo transportation in accordance with European standards.

 

The “Road Department” Fund on behalf of Ministry of Territorial Administration and Infrastructure of the Republic of Armenia (“the Employer”) now invites sealed bids from eligible bidders for the following construction works: Reconstruction of about 21 km road from Agarak to Vardanidzor; Construction of about 11 km road from Vardanidzor to tunnel exit (Tranche 4).

The Works involves the construction of approximately 32 km of dual 2 lane carriageway on greenfield site with asphalt pavement.

 

The Contractor shall carry out the Works in accordance with the detailed design and the requirements of the technical specifications, which are part of the Bidding Document to be provided by the Employer.

 

Only eligible Bidders with the following and other key qualifications mentioned in the Section 3 of the Bidding Documents should participate in this bidding:

 

       Financial Situation:

       (i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as։ USD  27,000,000 for the subject contract(s) net of the Bidders other commitments,

      (ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments,

      (iii) The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last 5 (five) years,  starting from 1st January 2017 to 1st January 2022 shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.

 

       Average Annual Construction Turnover:

Minimum average annual construction turnover of USD 120,000,000 calculated as total certified payments received for contracts in progress and/or completed within the last within the last 10 (ten) years starting from 1st January 2012 to 1st January 2022․

 

        Specific Construction & Contract Management Experience:

A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2017 and application submission deadline: 1 (one) contract with minimum value 

USD 190 000 000 or 2 (two) contracts, each of with minimum value USD 95 000 000.

The Customer, Road Department Fund, located at the address 3 Government House,  Yerevan, RA, The bidder selected based on the results of the open tender will be proposed, in a prescribed manner, to conclude a contract for provision of Services of Implementation of  Land Acquisition and Resettlement Plan of about 32 km road from Agarak to tunnel exit and about 7 km road from tunnel entrance to Qajaran and about 6 km of the tunnel and access roads (Tranche 4) (hereinafter referred to as "the contract").

Pursuant to Article 7 of the Law of the Republic of Armenia "On procurement", any person, irrespective of the fact of being a foreign natural person, an organisation or a stateless person, shall have equal right to participate in this tender.

The qualification criteria for the persons ineligible to participate in the tender, as well as for bidders, and the documents to be submitted for evaluation of those criteria shall be established by the invitation for this procedure.

The selected bidder shall be determined from among the bidders having submitted bids evaluated as satisfying the requirements of the invitation, by the principle of giving preference to the bidder having submitted the lowest price proposal.

The provisions of the Agreement on Government Procurement of the World Trade Organization shall apply to this tender.

For receiving the hard copy of the invitation to tender, it is necessary to apply to the contracting authority by 16:00 o'clock of the 15th day from the date of publication of this notice. Moreover, an application in writing must be submitted to the contracting authority for receiving the hard copy of the invitation. The contracting authority shall ensure the free of charge provision of the hard copy of the invitation on the first working day following the receipt of such request.

Bidder must demonstrate that its financial resources meet or exceed the total requirement for the Subject Contract of USD 10,000,000.
  • Construction Experience: Participation in at least one contract that has been successfully or substantially completed within the last 10 (ten) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 48,000,000.
