The Customer, Road Department Fund, located at the address 3 Government House, Yerevan, RA, The bidder selected based on the results of the price quotation will be proposed, in a prescribed manner, to conclude a contract for provision of Services of North-South Road Corridor Investment Program, Tranche 3, LARP Implementation services for the construction of entrances to the M1 Lanjik-Gyumri section of Yerevan-Gyumri-Georgia border highway (hereinafter referred to as "the contract").

Pursuant to Article 7 of the Law of the Republic of Armenia "On procurement", any person, irrespective of the fact of being a foreign natural person, an organization or a stateless person, shall have equal right to participate in this tender.

The qualification criteria for the persons ineligible to participate in the tender, as well as for bidders, and the documents to be submitted for evaluation of those criteria shall be established by the invitation for this procedure.

The selected bidder shall be determined from among the bidders having submitted bids evaluated as satisfying the requirements of the invitation, by the principle of giving preference to the bidder having submitted the lowest price proposal.

The provisions of the Agreement on Government Procurement of the World Trade Organization shall apply to this tender.

For receiving the hard copy of the invitation to tender, it is necessary to apply to the contracting authority by 16:00 o'clock of the 14^th day from the date of publication of this notice. Moreover, an application in writing must be submitted to the contracting authority for receiving the hard copy of the invitation. The contracting authority shall ensure the free of charge provision of the hard copy of the invitation on the first working day following the receipt of such request.

In case of a request to provide the invitation electronically, the contracting authority shall ensure the free of charge provision of the invitation electronically within the working day following the date of receipt of the application.

Failure to receive the invitation shall not limit the bidder's right to participate in this procedure.

The bids for the tender must be submitted to the following address: 3 Government House, Yerevan, RA, in hard copy, by 16:00 o'clock of the 14^th day from the date of publication of this notice. The bids may, in addition to Armenian, also be submitted in English or Russian.

The bid opening will take place at the following address: 3 Government House, Yerevan, RA, on   18^th of January 2024, at 16:00 o'clock.

REQUEST FOR EXPRESSIONS OF INTEREST (AMENDED)

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

The Republic of Armenia has received a loan from the Eurasian Development Bank (EDB) out of Eurasian Fund for Stabilization and Development toward the cost of the North-South Road Corridor Investment Program-Tranche 4 and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: The expert, hired intermittently for the whole duration of the project’s construction phase, will visit the project area as required to undertake an independent assessment of the EMP implementation in the course of  the civil works to be done  by Contractor, particularly during construction at the project sites and construction activities causing significant environmental risks in vicinity of protected areas (as new road construction sites entering and road section crossing specially protected area – Arevik national park of the Zangezur Biosphere Complex SNCO).

It is expected that this assignment will start in March-April 2024. The expected input is 10 person-months intermittently, specifically during construction works with high potential of significant environmental impacts.

The “Road Department” Fund (Client) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide Expressions of interest (detailed CVs) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Academic background including a master's degree in relevant field;
• Working experience in biodiversity monitoring, environmental management, monitoring and environmental impacts assessment in similar projects preferably in developing countries (at least 10 years);
• Experience of carrying out similar projects activities preferably in the road infrastructure sector and elaboration of environmental monitoring reports (at least 7 years).
• Knowledge of environmental safeguards policies and procedures, reporting requirements  of the international donor organizations such as ADB or WB or other similar ones;
• Regional/Country Experience.

An Individual Consultant will be selected in accordance with the “Selection of Individuals Consultants” method set out in the Consultant Guidelines (“Selection and employment of consultants under IBRD loans and IDA credits & grants by World Bank borrowers” published on January 2011, revised July 2014).

Knowledge of safeguard procedures and environmental regulations and legislation of the international donor organization such as ADB or WB will be given preference. Regional/Country Experience will be given preference.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.

The Client, 'Road Department" Found, located at the following address: 3 Government House, Republic square Yerevan, RA, is announcing Price Quotation, which is implemented by one stage through electronic procurements Armeps system (www.armeps.am).

The participant selected for Price Quotation according to the defined order will be offered to sign a contract for supply of equipment (hereinafter contract).

According to the terms of Article 7 of the RA Law “On Procurements”, all persons or entities, in spite of being a foreigner, a foreign entity or a stateless person, may participate in Price Quotation 

The qualification and evaluation criteria for the persons not eligible for participation in Price Quotation, as well as for the participants are specified in the invitation for this procedure.

The selected participant is determined from the participant’s submitted responsive evaluated inquiries. The preference will be given to a participant who submitted a proposal with minimal price.

Absence of an invitation shall not restrict the right of the participant to participate in this procedure.

The inquiries for price setting procedure should be submitted electronically through Armeps (www.armeps.am) website within 14 days from the day of publication of the announcement, at 16:00. The inquiries may be submitted Armenian, Russian or English.

The opening of inquiries will be done electronically via www.armeps.am website after 14 days from the day of publication of the announcement, at 16:00.

The complaints regarding the procedure are to be submitted to Procurement Appeals Board (address: 1 Melik-Adamyan, Yerevan, RA). The appeal is conducted according by the order defined by the price setting invitation.
