  1. The Republic of Armenia (the Borrower) has received a € 44,1 (equivalent of $50.0 million) loan from the Asian Development Bank to finance rehabilitation of the Armenia-Georgia Border Regional Road (M6, Vanadzor-Bagratashen) Improvement Project and intends to apply the unutilized part of the proceeds for rehabilitation of 2 vehicular tunnels: Dilijan tunnel located on the 80-83 kilometer of interstate road M-4 Yerevan – Sevan – Ijevan – Azerbaijan border and Pushkin tunnel located on the 135-137 kilometer of interstate road M-3 Margara – Vanadzor – Tashir – Georgia border.

The Borrower intends to apply part of the proceeds of the loan for the consulting services.

Road Department Fund (RD) (The Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, experience in region/country, etc.).  

A Consultant will be selected in accordance with the QCBS (Quality-and Cost-Based Selection) method set out in the Consultant Guidelines.

The consulting services (“the Services”) will include:

  • preparation of Detailed Design packages for rehabilitation of Dilijan tunnel and Pushkin tunnel (hereinafter: “the Tunnels”)
  • preparation of relevant environmental evaluation/assessment documentation in accordance with RA legislation and ADB Safeguard Policies Statement (ADB SPS, 2009)
  • preparation of technical part of Bidding Documents for civil works procurement.

 

The consulting firm shall implement following main activities:

 

  • Task 1: Detailed investigation of the current state of the Tunnels, including tunnel all systems.
  • Task 2: Preparation of Detailed Designs for the restoration of the Tunnels (including tunnel all systems), preparation of relevant environmental evaluation/assessment documentation in accordance with RA legislation and ADB Safeguard Policies Statement (ADB SPS, 2009) as well as preparation of the technical part of the Bidding Documents for civil works procurement under ADB procedures for International Competitive Bidding (ICB).

 

 

The Estimated duration of the Services is expected 6 months.

The Consultant should have extensive experience in Preparation of Detailed Designs for the restoration of the Tunnels (including tunnel all systems), preparation of relevant environmental evaluation/assessment documentation in accordance with RA legislation and ADB Safeguard Policies Statement (ADB SPS, 2009) as well as preparation of the technical part of the Bidding Documents for civil works procurement under ADB procedures for International Competitive Bidding (ICB) (see attached TOR for the details).

The shortlisting criteria are:

  • General experience of the Consultant in preparation of Detailed Design for transport infrastructures (Participation in IFI funded projects within the last 10 years),
  • Similar experience of the Consultant in Preparation of Detailed Designs for the building/restoration of the transport Tunnels (including tunnel all systems) (number of similar contracts within the last 5 years).

 

  1. Submission of EOI:

The interested consultants are strongly encouraged to register and apply through ADB’s Consultant Management System at cms.adb.org. Online submission is always the main submission method. Offline EOI submission through email or sealed envelope is an option. Using ADB’s EOI template (https://www.adb.org/sites/default/files/page/83267/eoi-consulting-firms-20131114.doc) for EOI submission is required. Late submissions would be rejected.

If submitting offline, hard copy EOIs should reach the office of the TPIO at the address below not later than closing date of EOI submission closing date.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. When submitting an EOI as a firm or association, the lead firm states its CMS registration number in the EOI. If unregistered, the lead firm first completes at least a simplified registration in CMS, and submit a full registration before contract negotiations, if selected.

The Expressions of Interest (EOI) should contain detailed information about Consultant’s Organizational Capability, Experience, Past Performance in conducting programs in developed and developing countries, demonstrated familiarity with the challenges of working in the region (Armenia, Caucasus and/or other CIS countries) and might include references from previous clients.

 

The closing date for the submission of EOI is: at or before 18:00 pm on 28 February, 2022, Yerevan time.

The Republic of Armenia has received a loan from the Asian Development Bank (ADB)    toward the cost of the “Armenia-Georgia Border Regional Road (M6 Vanadzor-Bagratashen) Improvement Project”, and intends to apply part of the proceeds for Individual consulting services: “Training on Project Scheduling and Management”.

 

The Road Department (RD) Fund (the Client) of  is an implementing agency for the “Armenia-Georgia Border Regional Road (M6 Vanadzor-Bagratashen) Improvement Project”.

 

The primary objective of  the  training  is  to introduce to the trainees the modern approaches for the project scheduling, prioritization of the activities, time management, strategic planning, monitoring and control to ensure timely completion of a project.

 

The target audience for the training is engineering  professionals  working  in  the “Road Department” Fund, the specialists of the MoTAI departments and other state authorities and municipalities involved in the roads maintenance, procurement and  administration of the roads rehabilitation and maintenance contracts. The trainees will to be proposed by the Client.

 

The consulting services (“the Services”) will include:

 

Preparation of training materials within 4 days and conducting of  4 days face-to-face training for  the proposed  staff  in Project scheduling and management. The list of the trainees (35–40 staff) will be provided by the Client.

The contract is expected to start by March-April, 2022. “Road Department” Fund  now invites eligible Individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Cover Letter and Curriculum Vitae).

 

Qualification Requirements:

 

  • The Consultant shall hold a degree in civil engineering and shall have experience in roads/highways construction, rehabilitation, and /or maintenance and to have experience in conducting project scheduling and management trainings.
  • At least 12 years of professional experience and successful previous experience in organization/conducting of at least 2 similar trainings during the last 5 years.
  • Demonstrated capacity to develop multimedia, interactive, and user-friendly training modules, including assessment materials.
  • Excellent skills in presenting complex technical information in an easily comprehensible way.
  • Excellent written and spoken English
