On Request for Quotation

The text of this announcement is approved by the Decision N 1 of Request for Quotation Committee dated February 5, 2021 and is being published according to Article 27 of the Law of the Republic of Armenia "On Procurement".

Code of the Request for Quotation: «ՃԴ-ԳՀԱՊՁԲ-2021/01»         

The Client, “Road Department” SNCO, which is situated in   Republic Square, Government House 3, Yerevan 0010, Republic of Armenia, is announcing a pricing query, which is carried out in one phase of an procurement.

The participant selected in the request for quotation according to the defined order will be suggested to sign a supply contract for smartphones /mobile phones (hereinafter the Contract).

According to the terms of Article 7 of the RA Law “On Procurement”, all persons or entities, irrespective of being a foreigner, a foreign entity or a stateless person, has the qual right to participate in request for quotation.

The qualification criteria for not eligible people to participate in survey, as well as the people not having the right to participate in the survey and the needed documents to be provided for the evaluation of those criteria are set out by the invitation of the same procedure.

The Selected participant is being decided among the number of applicants rated sufficient to the requirements of the invitation by the principle of giving preference to the bidder offering the lowest price.

In order to get the printed version of pricing survey invitation there is a need to apply the Customer counting since this announsement’s publishing 14^th day, 15:00 o’clock. Moreover, to receive the paper form of an invitation the customer should be introduced a written application.  The client provides a hard copy of the invitation in the first working day following the receipt of the request.

In the case of the request an invitation in electronic form, the customer provides a free invitation to the issuance date of receiving the application in electronic form within the next business day.

Failure to receive an invitation does not restrict the participant's right to participate in pricing survey.

The Pricing Requests for Applications must be submitted to Republic Square, Government House 3, 1-st floor, 213 room Yerevan 0010, Republic of Armenia,in hard copy until the date of the announcement 14^th day, 15:00 o’clock. Applications, besides Armenian language, can also be submitted in English or Russian.

Bid opening will take place at Yerevan, Republic Square, Government House 3, 1^st floor, 213 room on February 19, 2021, 15:00 o’clock.

Complaints regarding this procedure must be submitted to the Procurement Appeals Board, 1 Melik Adamyan street, Yerevan. Pricing appeal as defined by the survey invitation. The required complaint filing fee is 30 000 (thirty thousand) AMD, which will go to "900008000482" treasury bank account opened in the name of Armenia's Ministry of Finance.

     Assignment Title: External Monitoring Individual Consultant for the Verification of the Completion Reports of the Resettlement Plan and 2 Corrective Action Plans implementation of ADB financed road section 2 of M6 Vanadzor–Alaverdi–Georgian Border Interstate Road Rehabilitation and Improvement Project

The Asian Development Bank (ADB) has agreed to co-finance the M6 Vanadzor-Alaverdi-Georgian Border Interstate Road Rehabilitation and Improvement Project (hereinafter: Project) with the European Investment Bank (EIB). EIB has engaged an international consultant to complete a feasibility study, environment and social impact assessment, and detailed engineering design. The project road is about 90 km long. Section 1 (Km0+000-Km38+450) is financed by EIB (EIB-financed road section); and section 2 (Km38+450-Km91+190) is financed by ADB (ADB-financed road section). The Project will have no extensive land acquisition and building demolition impacts.

The objectives of compliance verification of LARP and CAPs implementation are as follows:

• to verify that resettlement has been implemented in accordance with the approved LARP and CAPs, local legislation and SPS requirements; including schedules and the achievement of targets related to land acquisition and resettlement activities;
• to verify all Compliance reports on LARP completion prepared by RD and submitted to ADB which served as a basis for handover of the sections for the construction;
• to prepare a Compliance Verification Report for M6 road section (Km38+450-Km91+190) for each Lot (construction section).

The contract is expected to start by February 2021. “Road Department” SNCO of the Ministry of Territorial Administration and Infrastructures of Armenia now invites eligible Individual consultants to indicate their interest in providing the services. The Consultant should have prior experience in conducting LARP’s external monitoring for development projects. Familiarity with ADB Safeguards Policy Statement (2009), other IFI’s and LAR related RA laws and a regulation is required.  

• The Individual Consultant (2 person-months) should have a bachelor degree in social science, economics, statistics, finance or related fields with preferably 7 years of relevant experience and with at least 3 years of relevant experience in monitoring and evaluation of land acquisition and resettlement related activities).
• The estimated start date of assignment is February 2021. During implementation of this assignment the Consultant shall use its office, vehicles and equipment.

Assignment Title: Technical Audit of Lifeline Road Network Improvement Project Second Additional Financing (LRNIP AF2) roads rehabilitation works

The Republic of Armenia received an additional loan in amount of EURO 13.40 million financing from the World Bank toward the cost of the Second Additional Financing for the Lifeline Road Network Improvement Project (LRNIP AF2) and intends to apply part of the proceeds for consultant services “Technical Audit of Lifeline Road Network Improvement Project Second Additional Financing (LRNIP AF2) roads rehabilitation works”.

The technical audits to ensure compliance of road works will focus on the ex-post examination of the quality of works completed, to verify if the road works comply with the technical specifications and standards described in the bidding documents. The examination will be based on visual inspections and on the laboratory analysis of road core samples, to verify, among other elements, layer thicknesses, gradings, bitumen content, compaction, voids-in-the-mix and the general quality of materials used.

The contract for consulting services is expected to start in October 2020 and be completed in 2021 (see Terms of Reference provided below for details).

The shortlisting criteria are: 

• General experience of the Consultant: Participation in road projects within the last 10 years, (number of similar contracts within the last 10 years).
• Similar experience of the Consultant in carrying out similar quality services, like technical audit services, technical supervision services, etc…. (number of similar contracts within the last 5 years).

The Road Department SNCO of the Ministry of Territorial Administration and Infrastructure of RA now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) selection procedures set out in the World Bank’s Guidelines: “Procurement regulations for IPF Borrowers” (July 2016 revised in November 2017 and August 2018 Guidelines: “Procurement regulations for IPF Borrowers” (July 2016 revised in November 2017 and August).

This service enables users to access these notifications without having to regularly monitor the World Bank website to seek for new notices. This service is provided free of charge.

How to subscribe

To subscribe, follow the steps below:

3. Select “Procurement Notices”
4. Select countries and products/services of interest
5. Save the alert.

Assignment Title: ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR TRANCHE 2 KM   29+600-KM 37+600 SECTION

The Asian Development Bank (ADB) has agreed to provide the Government of Armenia (Government) multitranche financing facility (MFF) to finance the North–South Road Corridor Investment Program (Investment Program). The Investment Program will benefit road users, road construction companies, traders, and others who derive income from the development of transport, logistics and trade along the road corridor. The direct benefits include (i) lower road transport and maintenance costs, (ii) faster and more reliable road transport services, (iii) reduced traffic accidents, (iv) improved access to markets and social services, and (v) jobs and income created during implementation (i.e., use of local labor and construction materials) and after completion (i.e., roadside business activities).

The consulting services (“the Services”) will include:

• preparation of Environmental and Social Impact Assessment for M1 Yerevan-Gyumri-Bavra about 8 km (from KM 29+600 – to KM 37+600) section near Agarak community,
• Updating of the existing Environmental and Social Impact Assessment document for road section of road M1 Yerevan-Gyumri-Bavra about 8.0 km (from KM 29+600 – to KM 37+600) section near Agarak community to avoid archeological area,
• Updating of Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) in accordance with ADB Safeguard Policy Statement, ADB Environmental Safeguards Information Kit, other relevant ADB manuals/guidelines, as well as relevant laws of the Republic of Armenia.

• Established relationships with regulatory authorities and large, private-sector industrial companies,
• Advanced understanding of environmental regulations and legislation,

• Experience with community engagement activities to support environmental assessment processes,
• Professional membership of a relevant professional body is desirable.

Assignment Title: CONSULATNCY SERVICES (INDIVIDUAL CONSULTANT) FOR TECHNICAL EXPERT SERVICES FOR PROGRAM 2 (L2729- ARM) and PROGRAM 3 (L2993- ARM) OF THE MFF, NORTH-SOUTH ROAD CORRIDOR INVESTMENT PROGRAM IN ARMENIA

The Government of the Republic of Armenia ("the Government") has received a loans from the Asian Development Bank (ADB) for the implementation of the Program 2 and Program 3[1] of the North-South Road Corridor Investment Program (Investment Program) within the framework of the Multiple Financing Instrument (MFF) and herewith intends to obtain Technical Expert`s Consultancy services for construction works under the following programs.

  The Contract for Program 2 civil works, which was signed between the Ministry of Transport and Communications of the Republic of Armenia and the Spanish company “Corsan Corviam Construccion” in 2012, was terminated by the Ministry of territorial administration and infrastructure of the Republic of Armenia in July 2019 due to the fact that the “Corsan Corviam Construccion” was violating contractual obligations and “Corsan Corviam Construccion” was declared insolvent. The civil work under Program 2 remained unfinished and the Government of the Republic of Armenia plans to finish outstanding civil works by attracting other contractors. Termination of the Program 2 civil works Contract has necessitated the involvement of the Technical Expert in the implementation of the Program 2 as an expert in the construction works during the implementation.

The consulting services (“the Services”) will include:

The objective of the services is to provide high quality professional advice and support to the Road Department SNCO (SNCO) for successful completion of the Programs. The Technical expert will be required to work in close co-ordination with the SNCO. In order to achieve this objective, the Technical expert would carry out the following tasks:

1. Assist SNCO in monitoring of civil works during contracts period of civil works.
2. Assist SNCO in planning of civil works.
3. Assist SNCO to deal with performance deviation by contractors/ supervising consultants.
4. Advise and assist SNCO in minimizing disputes/claims.
5. Review the contractors’ work plans.
6. Advise SNCO on critical benchmarks (deliverables and time line) for each contract to ensure timely delivery of the contracts.
7. Review of technical issues related to construction, and recommendations for the SNCO related to determining the most technically acceptable solutions that should ensure the effective implementation of construction work within the budget and certain deadlines for the implementation of construction contracts.
8. Review of technical issues that are associated with omissions of the original designs or necessary to make technical changes to the original designs, assessment of the proposed technical solutions (both from the technical and financial point of view), preparation of the necessary justifications and recommendations, support to SNCO in choosing the most effective technical solution. If necessary, preparation of own technical solutions/proposals, their justification and submission of SNCO for consideration.

Qualification Requirements:

1. Qualifications

• Professionally qualified Highways/Civil Engineer or equivalent
• A bachelor’s degree in Civil Engineering is a mandatory and a master’s degree in Civil Engineering is a preferable. Post Graduate Degree in Civil Engineering from a recognized institution will be considered an advantage.

1. Experience

• At least 20 years professional experience with at least 15 years experiences in civil works contract management.
• At least 10 years international experience on similar projects in the road sector.
• At least 10 years experience in FIDIC Civil Contracts management.
• Strong analytical and problem-solving skills and sound result oriented judgment to identify issues and present practical solutions.
• Proven technical competence in both highway design and construction supervision with ability to sense early warning to ensure timely corrective measures.
• Proven competence in FIDIC Civil Contracts management and technical supervision with ability to solve technical issues.
• Proven strong skills in communication and project management. The candidate shall be fluent in the English language.
