ОБЪЯВЛЕНИЕ

О СРОЧНОМ ОТКРЫТОМ КОНКУРСЕ

В случае расхождений между армянской и русской версиями приглашения, преимущество будет иметь армянская версия.

Заказчик фонд «Дорожный департамент», находящийся по адресу: г. Ереван, Площадь Республики, Правительственный дом 3, объявляет , который проводится одним этапом, посредством системы электронных закупок Armeps (www.armeps.am).

Участнику, отобранному по итогам настоящей процедуры, в установленном порядке будет предложено заключить договор на поставку лабораторного оборудования (далее — договор).

Согласно статье 7 Закона Республики Армения "О закупках", любое лицо, независимо от того, является ли оно иностранным физическим лицом, организацией или лицом без гражданства, имеет равное право на участие в настоящей процедуре.

Условия предъявляемые к лицам, не имеющим права на участие в данной процедуре, а также участникам, установлены приглашением на настоящую процедуру. Отобранный участник определяется из числа участников, подавших заявки, оцененные удовлетворительно по неценовым условиям, по принципу предпочтения, отдаваемого участнику, представившему минимальное ценовое предложение.

В отношении настоящей процедуры применяются положения Соглашения Всемирной торговой организации по правительственным закупкам, если цена закупки не превышает пороги, установленные Соглашением Всемирной торговой организации по правительственным закупкам.

При наличии требования о предоставлении приглашения в электронной форме заказчик обеспечивает бесплатное предоставление приглашения в электронной форме в течение рабочего дня, следующего за днем получения заявления.

Заявки на настоящую процедуру необходимо подать в электронной форме, посредством системы электронных закупок Armeps (www.armeps.am), до 17:00 часов 17-ого дня с даты опубликования настоящего объявления.

Кроме армянского языка заявки могут быть поданы также на английском или русском языке.

Вскрытие заявок будет проводиться в электронной форме, посредством системы электронных закупок Armeps, в 17:00 часов на 17-ый день со дня опубликования настоящего объявления.

Обжалование данной процедуры осуществляется в порядке, установленном законом РА "О закупках" и гражданским процессуальным кодексом РА.

О ЗАПРОСЕ КОТИРОВОК

Настоящий текст объявления утвержден Решением № 2 Оценочной

Комиссии от от 10-ого апреля 2026г.

Заказчик фонд «Дорожный департамент», находящийся по адресу: г. Ереван, Площадь Республики, Правительственный дом 3, объявляет запрос котировок, который проводится одним этапом, посредством системы электронных закупок Armeps (www.armeps.am)

Участнику, отобранному по итогам настоящей процедуры, в установленном порядке будет предложено заключить договор на поставку Услуг по проведению аудита финансовой отчётности за период с 27.12.2024г. по 31.12.2029г. в рамках Проекта «Строительство Каджаранского тоннеля», реализуемого за счёт средств Евразийского фонда стабилизации и развития (далее — договор).

Согласно статье 7 Закона Республики Армения "О закупках", любое лицо, независимо от того, является ли оно иностранным физическим лицом, организацией или лицом без гражданства, имеет равное право на участие в настоящей процедуре.

Условия предъявляемые к лицам, не имеющим права на участие в данной процедуре, а также участникам, установлены приглашением на настоящую процедуру. Отобранный участник определяется из числа участников, подавших заявки, оцененные удовлетворительно по неценовым условиям, по принципу предпочтения, отдаваемого участнику, представившему минимальное ценовое предложение.

При наличии требования о предоставлении приглашения в электронной форме заказчик обеспечивает бесплатное предоставление приглашения в электронной форме в течение рабочего дня, следующего за днем получения заявления.

North-South Road Corridor (Sisian – Kajaran Southern Section) Project

Invitation to Submit Initial Proposals (Stage 1)

The Government of Armenia has approached the European Bank for Reconstruction and Development (the EBRD) and the European Investment Bank (the EIB) with a request to finance the construction of the 24-km Southern section of the Sisian - Kajaran road, part of Tranche 4 of the North-South Road Corridor (the NSRC).

The Project will be implemented by the “Road Department Fund” (the Client) on behalf and under the governance of the RA Ministry of Territorial Administration and Infrastructure.

The NSRC is a major infrastructure project that aims at connecting the Southern border of the country with its Northern point by means of the 556 km-long Meghri-Yerevan-Bavra highway. It is also a part of the Asian Highway corridor (AH 82) which connects the Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).

The Sisian-Kajaran road of the NSRC is one of the three sub-sections of Tranche 4 and is significantly larger and more complex than any other section of the NSRC. It is located in Armenia’s southern and relatively more remote and less developed region of Syunik. This section has strategic importance for Armenia’s local, inter-regional and international connectivity.

Road Department Fund now invites eligible Participants to submit their Applications.

Only eligible Participants with the following and other key qualifications mentioned in Procurement Document should participate in this procurement process:

• Average Annual Revenues: A Participant’s minimum average annual revenues for the given period of time shall be equivalent to two-hundred million Euro (EUR 200,000,000).
• Financial Resources: A Participant shall demonstrate that it has access to, or has available, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means (other than any contractual advance payments), sufficient to meet the minimal contractual cash-flow requirements for the period of 3 months equivalent to twenty million Euro (EUR 20,000,000), taking into account its current commitments and recent awards.
• General Experience: A Participant shall demonstrate experience as a contractor (in any role), in the execution of: a minimum of two (2) contracts, that have been substantially completed, each with a value of works, implemented by the Participant, of at least one-hundred-and-seventy-million Euro (EUR 170,000,000) net of VAT equivalent; or less than the above number of contracts with the stated minimum value, but the contracts with total value equal or more than three-hundred-fifty-million Euro (EUR 350,000,000) net of VAT equivalent
• Management Experience: Experience as a main contractor or a lead partner in a JVCA in the execution at least one contract with a value equivalent of at least one-hundred million Euro (EUR 100,000,000) net of VAT equivalent, that has been substantially completed.

More details of qualification requirements are mentioned Section IV: Eligibility and Qualification Criteria of the Procurement Document.

The Procurement Process is conducted using the EBRD Client E-procurement portal, (“ECEPP”) at https://ecepp.ebrd.com/ and subject to its terms and conditions of use.

Some references in ECEPP may differ from the definitions used in the Procurement Document. Please note that ECEPP refers to Stage 1 in respect of the preparation, submission and evaluation of Initial Proposals, whilst Stage 2 refers to the preparation, submission and evaluation of Final Proposals. In all instances the definitions of the Procurement Document prevail.

Participants shall register with ECEPP in accordance with the terms and conditions of ECEPP use, as published on ECEPP. Only the Participants, who are registered and who have expressed an interest in the Procurement Process, shall be able to access the Procurement Document, receive clarifications, addenda and amendments and submit their proposals through ECEPP.
