Additional Financing for the Lifeline Road Network Improvement Project (LRNIP AF) 
Assignment Title: Preparation of Design and Environmental and Social Management Plans and design author’s supervision for the LRNIP-AF 2  Project Roads rehabilitation works.

The Republic of Armenia (the Borrower) has received a loan in amount of US$ 40.0  million financing in equivalent from the World Bank toward the cost of the Additional Financing for the Lifeline Roads Network Improvement Project (LRNIP AF) and intends to apply part of the proceeds for consulting services for the “Preparation of Design and Environmental and Social Management Plans (ESMPs) and design author’s supervision for the LRNIP-AF 2  roads rehabilitation works”.

The consulting services (“the Services”) will include:

• Preparation of the Detailed Designs for rehabilitation of approximately 48 km roads to be rehabilitated under additional financing of the LRNIP-AF 2 Project including Environmental and Social Management Plans;
• Author supervision during construction period.

The contract will consists of two parts: lump-sum (Design stage) and time-based (Design author supervision stage).

The commencement of the Services is expected on August 2019 with expected completion on January 2020 for Design stage.

The Transport Project Implementation Organization SNCO of the Ministry of Transport, Communication and Information Technologies of Armenia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are: General experience of the Consultant in preparation of Detailed Design for road construction/rehabilitation (Participation in IFI funded road projects within the last 10 years), Similar experience of the Consultant in preparation of Detailed Design for road construction/rehabilitation in mountainous areas (number of similar contracts within the last 5 years).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines” published on January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS (Quality-and Cost-Based Selection) method set out in the Consultant Guidelines.
