The Government of Armenia has approached the European Bank for Reconstruction and Development (the EBRD) and the European Investment Bank (the EIB) with a request to finance the construction of the 24-km Southern section of the Sisian - Kajaran road, part of Tranche 4 of the North-South Road Corridor (the NSRC).

The Project will be implemented by the “Road Department Fund” (the Client) on behalf and under the governance of the RA Ministry of Territorial Administration and Infrastructure.

 

The NSRC is a major infrastructure project that aims at connecting the Southern border of the country with its Northern point by means of the 556 km-long Meghri-Yerevan-Bavra highway. It is also a part of the Asian Highway corridor (AH 82) which connects the Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).

 

The Sisian-Kajaran road of the NSRC is one of the three sub-sections of Tranche 4 and is significantly larger and more complex than any other section of the NSRC. It is located in Armenia’s southern and relatively more remote and less developed region of Syunik. This section has strategic importance for Armenia’s local, inter-regional and international connectivity.

 

Road Department Fund now invites eligible Participants to submit their Applications.

 

Only eligible Participants with the following and other key qualifications mentioned in Procurement Document should participate in this procurement process:

  • Average Annual Revenues: A Participant’s minimum average annual revenues for the given period of time shall be equivalent to two-hundred million Euro (EUR 200,000,000).
  • Financial Resources: A Participant shall demonstrate that it has access to, or has available, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means (other than any contractual advance payments), sufficient to meet the minimal contractual cash-flow requirements for the period of 3 months equivalent to twenty million Euro (EUR 20,000,000), taking into account its current commitments and recent awards.
  • General Experience: A Participant shall demonstrate experience as a contractor (in any role), in the execution of: a minimum of two (2) contracts, that have been substantially completed, each with a value of works, implemented by the Participant, of at least one-hundred-and-seventy-million Euro (EUR 170,000,000) net of VAT equivalent; or less than the above number of contracts with the stated minimum value, but the contracts with total value equal or more than three-hundred-fifty-million Euro (EUR 350,000,000) net of VAT equivalent
  • Management Experience: Experience as a main contractor or a lead partner in a JVCA in the execution at least one contract with a value equivalent of at least one-hundred million Euro (EUR 100,000,000) net of VAT equivalent, that has been substantially completed.

The Procurement Process is conducted using the EBRD Client E-procurement portal, (“ECEPP”) at https://ecepp.ebrd.com/ and subject to its terms and conditions of use.

Some references in ECEPP may differ from the definitions used in the Procurement Document. Please note that ECEPP refers to Stage 1 in respect of the preparation, submission and evaluation of Initial Proposals, whilst Stage 2 refers to the preparation, submission and evaluation of Final Proposals. In all instances the definitions of the Procurement Document prevail.

Participants shall register with ECEPP in accordance with the terms and conditions of ECEPP use, as published on ECEPP. Only the Participants, who are registered and who have expressed an interest in the Procurement Process, shall be able to access the Procurement Document, receive clarifications, addenda and amendments and submit their proposals through ECEPP.

  1. The Republic of Armenia has received a loan from the Asian Development Bank (ADB) and European Investment Bank (EIB) toward the cost of Resilient and Inclusive Road Sector Improvement Project. Part of this financing will be used for payments under the Contract named above.

 

  1. The Ministry of Territorial Administration and Infrastructure of the Republic of Armenia (“the Employer”) invites sealed bids from eligible Bidders for the construction and the completion of the project: ADB/RIRSIP/CW-01- Construction of the Northern Section of the Sisian Kajaran Road (“the Works”).

      

The Works involves the construction of Sisian Kajaran Road, Northern Section - construction of a 27.1-kilometer (km) two-lane new road, with climbing lanes, bridges, and tunnels.

 

The Contractor shall carry out the Works in accordance with the detailed design and the requirements of the technical specifications, which are part of the Bidding Document to be provided by the Employer.

 

  1. Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single- Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

 

  1. Only eligible Bidders with the following and other key qualifications mentioned in Sections 3 and 6 of the Bidding Document should participate in this Bidding:

 

  • Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

 

  • Financial Situation: As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. Minimum average annual construction turnover of EURO 110,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last five (5) Bidder must demonstrate that its financial resources meet or exceed the total requirement for the Subject Contract of EURO 20,000,000.

 

  • Construction Experience: Participation in at least one contract that has been successfully or substantially completed within the last ten (10) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds EURO 278,000,000.

Road Department Fund now invites eligible consulting firms (the Consultants) to submit their Prequalification Applications to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The Consultant shall have extensive and proven experience in construction supervision, preparation of technical specifications, quality control, contract management and dispute resolution of similar type and size international contracts.

 

Consultant recruitment will be undertaken in accordance with the EBRD Procurement Policies and Rules (15 May 2022). The follow-up procurement process shall be conducted in accordance with the EBRD’s Standard Procurement Document for Consultancy Services – Single-Stage, Two-Envelope Procedure, and shall apply the contract terms and conditions set out in the EBRD’s General Conditions of Contract for Consultancy Services (2022).
