The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing (LRNIP AF 2) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: The Objective of the Technical Assistance is to support the Government of Armenia in establishing a foundation for considering natural hazard impact in the road transport sector management.

 

It is expected that this assignment will start in February 2022 and be completed at September 2022.

 

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

 

The “Road Department” Fund (Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • General experience of the Consultant in providing consulting services in transport sector within the last 10 years,
  • Similar experience in carrying out climate change and natural hazard assessment (minimum 2 similar contracts within the last 5 years).

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant‘s qualifications based selection (CQS) method set out in the Procurement Regulations.

The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing (LRNIP AF 2) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: the strategic study for the Armenian Road Networks will define an updated Lifeline Road Network (LRN) – with the aim of the government officially defining the network through a decree or regulation – and develop an action plan and a financing plan to rehabilitate and maintain lifeline roads, and define data required for input into Roads Management System. The study will prepare a strategic development plan for the Republic of Armenia’s LRN aiming to achieve better access to economic and social and health infrastructure and services, reduced transport costs, contribution to poverty reduction, and sustained maintenance of the LRN.

It is expected that this assignment will start in December 2021 and be completed at May 2022.
