The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing (LRNIP AF 2) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: The Objective of the Technical Assistance is to support the Government of Armenia in establishing a foundation for considering natural hazard impact in the road transport sector management.

 

It is expected that this assignment will start in February 2022 and be completed at September 2022.

 

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

 

The “Road Department” Fund (Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • General experience of the Consultant in providing consulting services in transport sector within the last 10 years,
  • Similar experience in carrying out climate change and natural hazard assessment (minimum 2 similar contracts within the last 5 years).

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant‘s qualifications based selection (CQS) method set out in the Procurement Regulations.

The Republic of Armenia has received financing from the World Bank toward the cost of the Lifeline Roads Network Improvement Project Second Additional Financing (LRNIP AF 2) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: the strategic study for the Armenian Road Networks will define an updated Lifeline Road Network (LRN) – with the aim of the government officially defining the network through a decree or regulation – and develop an action plan and a financing plan to rehabilitate and maintain lifeline roads, and define data required for input into Roads Management System. The study will prepare a strategic development plan for the Republic of Armenia’s LRN aiming to achieve better access to economic and social and health infrastructure and services, reduced transport costs, contribution to poverty reduction, and sustained maintenance of the LRN.

It is expected that this assignment will start in December 2021 and be completed at May 2022.

On Request for Quotation

The text of this announcement is approved by the Decision N 2 of Request for Quotation Committee dated  August 12, 2021 and is being published according to Article 27 of the Law of the Republic of Armenia "On Procurement".

Code of the Request for Quotation: «ՃԴ-ԳՀԱՊՁԲ-2021/05»

 

The Client, “Road Department” SNCO of  the  Ministry of Territorial Administration and Infrastructure of RA, which is situated in Republic Square, Government House 3, Yerevan, Republic of Armenia, is announcing a pricing query, which is carried out in one phase of an procurement.

The participant selected in the request for quotation according to the defined order will be suggested to sign a supply contract for tires (hereinafter the Contract).

According to the terms of Article 7 of the RA Law “On Procurement”,  all persons or entities, irrespective of  being a foreigner, a foreign entity or a stateless person, has the qual  right to participate in request for quotation.

The qualification criteria for not eligible people to participate in survey, as well as the people not having the right to participate in the survey and the needed documents to be provided for the evaluation of those criteria are set out by the invitation of the same procedure.

The Selected participant is being decided among the number of applicants rated sufficient to the requirements of the invitation by the principle of giving preference to the bidder offering the lowest price.

In order to get the printed version of pricing survey invitation there is a need to apply the Customer counting since this announsement’s publishing 13th day, 15:00 o’clock. Moreover, to receive the paper form of an invitation the customer should be introduced a written application.  The client provides a hard copy of the invitation in the first working day following the receipt of the request.

In the case of the request an invitation in electronic form, the customer provides a free invitation to the issuance date of receiving the application in electronic form within the next business day.

Failure to receive an invitation does not restrict the participant's right to participate in pricing survey.

The Pricing Requests for Applications  must be submitted to Republic Square, Government House 3, 1-st floor, 213 room, Yerevan, Republic of Armenia,in hard copy until the date of the announcement 14th day, 15:00 o’clock. Applications, besides Armenian language, can also be submitted in English or Russian.

Bid opening will take place at Republic Square, Government House 3, 1st floor, 213 room, Yerevan, on                  26 August 2021, 15:00 o’clock.

Complaints regarding this procedure must be submitted to the Procurement Appeals Board, 1 Melik Adamyan street, Yerevan. Pricing appeal as defined by the survey invitation. The required complaint filing fee is 30 000 (thirty thousand) AMD, which will go to "900008000482" Treasury bank account opened in the name of Armenia's Ministry of Finance.
